PROBLEM TO BE SOLVED: To provide a process for producing an optical member with a hard coat layer to form a hard coat layer having a desired surface shape even on a base material without solvent resistance or heat resistance and an optimum hard coat layer surface-forming film to achieve this optical member.SOLUTION: The hard coat layer surface-forming film includes a transfer layer formed by irradiating, with active energy rays, a coating film obtained by coating a transfer layer-forming material containing (A) a polyfunctional (meth)acrylate monomer and/or a (meth)acrylate prepolymer and (B) an active energy ray-sensitive type silicone compound and/or a fluorine compound on one surface of a plastic film and the transfer layer has a contact angle to pure water of 90° or more and a reaction constant A (a/b) (wherein a is the peak intensity derived from the C=C bond determined in the IR measurement of the transfer layer and b is the peak intensity derived from the C=O bond determined in the IR measurement of the transfer layer) of 0.3 or less.
