PROBLEM TO BE SOLVED: To provide a target detection device, a guidance device, and a target detection method capable of estimating a shape including a target cross range direction at a low SNR (signal to noise ratio) with a small number of antennas even when a target shakes.SOLUTION: A target detection device includes a radar unit, a main reflection position extraction section, a power recording section, a fluctuation width determination section, a frequency count section, and a relative extension calculation section. The radar unit acquires multiple ranges indicating significant amplitude within a range measurement extent and amplitude values with the significant amplitude. The main reflection position extraction section selects main reflection positions within a target, based on the reception states of the ranges and the amplitude values. The power recording section records the amplitude values for each of the main reflection positions during a processing period. The fluctuation width determination section outputs amplitude data on the main reflection positions where the fluctuation width of the recorded amplitude data exceed a threshold. The frequency count section measures the fluctuation frequencies of the output amplitude data at the main reflection positions. The relative extension calculation section obtains positions and relative extensions within the target, based on the main reflection positions and the fluctuation frequencies.
