To provide a skin introduction system capable of efficiently introducing a wide range of drugs into individual cells of each skin tissue. Moreover, the whitening agent which shows the high whitening effect using this system is provided. A skin introduction system comprising a peptide derivative obtained by adding a peptide consisting of an amino acid sequence having 3 to 13 residues of arginine to a drug and a skin introduction promoter. A whitening agent comprising a hydroquinone peptide derivative obtained by adding a peptide consisting of an amino acid sequence in which arginine 3 to 13 residues are continuous to hydroquinone, wherein the whitening agent is combined with a skin introduction accelerator.
