PROBLEM TO BE SOLVED: To support the design of a new service and the redesign of an existing service by relatively comparing the introducing effect of the service from a plurality of viewpoints of values to be treated qualitatively and quantitatively, including the viewpoints of both service provider and service receiver.;SOLUTION: As a service reorganization evaluation method, information for which the business target of the service provider and its realizing function configuration are structured is acquired and held, the relation of a non-functional request and a quality element in the viewpoint of the service receiver and the level of the quality element on which importance is placed by the service receiver are acquired and held, and a function flow transferred between the provider and the receiver, an operation flow within the service provider and a utilization flow within the receiver are recorded and held. Physical attributes/non-physical attributes and quality request/technical request attributes are set to respective functions, the relation of the functions, the non-functional request and the quality element is constructed on the basis of collected information, the effect of providing a service function and the effect of not providing it are quantized on a plurality of axes, and the result is displayed.;COPYRIGHT: (C)2012,JPO&INPIT
