An alga anabiosis and vertical migration monitoring apparatus and monitoring method for warning water bloom. The monitoring apparatus comprises a water surface control unit and a water bottom measuring piece unit. The water surface control unit is provided with a floating platform (1). A first wireless communicator (2), a signal lamp (3) and a winch (13) are disposed on the floating platform (1), and the winch (13) is connected to the measuring piece unit by using a mooring rope. The water bottom measuring piece unit comprises a device box (6), a measuring frame (7), and a collection box (8). An engine, a processor and a second wireless communicator are mounted in the device box (6). A laser light source (11) and a fluorescent light receiver (12) are mounted on the measuring frame (7). A small hole is disposed in the bottom surface of the collection box (8), a toothed plate (20) capable of vertically moving up and down is mounted in the collection box (8), and the rising and falling states of the toothed plate (20) are controlled by using an electromagnet. A bracket (14) is disposed on each of the left side and the right side of the collection box (8). A reel (9, 10) is mounted on each of the right side of the collection box (8) and the left side of the device box (6), and the reels (9, 10) are disposed in a skew symmetry manner. According to the apparatus and the method, by detecting the omen for the occurrence of water bloom by means of real-time monitoring of the full life circle of bottom mud frustule after dormancy, water bloom can be early forecast.
