The offshore platform construction has a foundation structure (2) and a transition structure for a building, particularly for a tower building (4) that accommodates a wind power generator. The foundation structure and the transition structure form a module. The transition structure is formed as a preassembled functional module (3) having a platform. The functional module has electrical units for operating the platform and switching units (16) for wind power generator. The foundation structure has an installation tank (5) with a sea-side cable inlet (8). An independent claim is included for a method for establishment of an offshore wind turbine station having a transportable container.
