The water barrier is made starting from an alkaline granular comminuted steel slag material which is mixed with a pozzolanic material that comprises solid particles and with a plasticizing material. By alkaline activation of the pozzolanic material, which comprises preferably glass cullet, a silica-gel is produced filling at least partially the pores of the water barrier to reduce the hydraulic conductivity thereof. Due to the alkaline nature of the water barrier material, and due to the fact that solid particles of the pozzolanic material remain therein, silica-gel is further produced in the barrier material to reduce the hydraulic conductivity and any silica-gel which may be lost over time is replenished by newly formed silica-gel. Due to the crystalline nature of the steel slag material, the formation of CSH-gel, which could reduce the plasticity of the barrier material, is limited.
