Provided is a coal high-quality processing system comprising: a dryer for supplying a flue gas, the temperature of which has been elevated, and thereby drying coal; a carbonization reactor for causing the coal, which has been dried by the dryer, to under carbonization reaction; a cooler for cooling cokes, which has been generated from the coal that has undergone carbonization reaction; a condenser for condensing moisture mixed with flue gas provided from the dryer; and a heat exchanger for cooling a volatile fraction including tar oil discharged from the carbonization reactor using the flue gas cooled by the condenser. The coal high-quality processing system makes it possible to obtain tar oil economically and highly efficiently using a low-temperature carbonization process regarding low-grade coal.
