The purpose of the present invention is to provide a maximum peak-gust wind speed prediction system which exhibits excellent prediction accuracy. To this end, this maximum peak-gust wind speed prediction system (2) is equipped with: a first computation unit (101) for analyzing atmospheric turbulence in a prediction-target region by using a turbulence model, and predicting fluctuations in wind speed in the prediction-target region, on the basis of numerical weather forecast information of a prescribed horizontal resolution in the prediction-target region and ground-surface information in the prediction-target region; and a peak-gust wind-speed computation unit (104) for calculating a predicted maximum peak-gust wind speed in the prediction-target region, on the basis of the fluctuations in wind speed predicted by the first computation unit (101).
