Provided are a direct sowing apparatus for a dry rice field, using an environmentally friendly mulch, and a direct sowing method therefor, the direct sowing apparatus comprising: a tilling means for coating a dry rice field with an environmentally friendly mulch, simultaneously tilling the surface of the dry rice field while being transferred by being connected to the rear of a traction means so as to allow mulching to be carried out by covering, with soil, the environmentally friendly mulch to be coated, and simultaneously discharging a part of soil to be tilled to the back upper part of the transferring direction and then smoothing the same; and a mulching means mounted to the rear of the tilling means and allowing the soil, which is discharged by the tilling means, to be covered so as to be mulched while coating the same so as to allow the seeds, which are placed on the surface of the tilled soil, of the environmentally friendly mulch to which the seeds are adhered, to come into contact with the soil. Therefore, there is an effect of having high efficiency for enabling an environmentally friendly mulch to be quickly, smoothly and directly sowed to a dry rice field in a short time without difficulty or inconvenience.
