The present invention relates to a method for manufacturing a reducing agent of nitrate nitrogen and a reducing agent of nitrate nitrogen, the manufacturing method comprising a support forming step of forming a support by mixing silica nanostructure powder having mesopores formed therein, a binder and a solvent to prepare a mixture and molding the mixture; a metal oxide fixing step of fixing a metal oxide to the support by making the support contact with the aqueous solution of metal oxide precursors; and a zero-valent iron doping step of doping the support with zero-valent iron. The reducing agent of nitrate nitrogen according to the present invention uses, as a support, silica nanostructures having a high specific surface area and developed nanopores to be effective in removing nitrate nitrogen by decomposing nitrogen nitrate into nontoxic nitrogen gas.
