The present invention includes a support panel placed to keep a distance with the ground and including multiple receiving grooves in the base; a buffer part placed between the ground and the support panel, movably supporting the support panel in a vertical direction, and locking a falling motion of the support panel at a value which is not higher than a set value; a buffer mat laminated on an upper surface of the support panel, having multiple buffer grooves consecutively formed in the base facing the support panel, and having multiple buffer protrusions formed on the upper surface; a vibration-proofint mat laminated on the upper surface of the buffer mat, having multiple vibration-proofint protrusions formed in the base to be placed alternately with the buffer protrusions, and having multiple vibration-proofint grooves formed on the upper surface separately from the vibration-proofint protrusions; and a lower support installed on the upper surface of the vibration-proofint mat and in which a transformer is placed.
