According to the present invention, a planting-based sphagnum growth peat wetland can be realized to be arranged on the roof of the concrete building or inside the building, and a sphagnum cultivation system arranged on the natural ground can be realized by circulating used water on a permanent basis while constantly maintaining a constant depth of water which needs to be implemented to grow sphagnum.
