A method for optimizing a transmission parameter based on a genetic algorithm to perform dynamic spectrum access of the present invention comprises a step for continuously obtaining spectrum sensing information for occupied bands and idle narrow bands in which a first user (PU) signal exists through the total spectrum; a step for obtaining variable candidate values of transmission parameters to be optimized; a step for selecting genetic bit strings for each generation by performing genetic selection, hybridization, mutation, and replacement calculation according to a suitability degree value obtained by calculating a multi-purpose suitability function for the genetic bit strings combining the indexes of the candidate values of the obtained transmission parameters; and a step for calculating transmission parameter values according to the genetic bit strings for the maximal multi-purpose suitability function as optimized transmission parameter values. The transmission parameters comprise equivalence isotropic radiation power EIRP, modulation index M, the bandwidth W(k) of the idle narrow band, and second user (SU) signal bandwidth B_s. The multi-purpose suitability function is weight addition of single purpose suitability functions for a bandwidth utility degree, a data transmission ratio, interference amount, and a bit error ratio.
