The present invention is configured to protect a fluvial ecosystem constantly to facilitate fishes moving upstream and downstream in the river through a fishway passage after forming an entrance of the fishway passage in the low end part of a bottom portion of an underwater reservoir and an operation reservoir; after forming the fishway passage, which is combined with the entrance of the fishway passage, in the end part of a reservoir storing water in the underwater reservoir and the operation reservoir; and forming the entrance of the fishway passage in the tip part of fishway passage. Therefore, the present invention is configured to preserve the upstream downstream fluvial ecosystem uniformly to allow fishes to freely move in the water between the upstream and downstream of the underwater reservoir or the operation reservoir.
