The present invention relates to an electrocaloric cooler and to a heat pump. A system includes: a thermal energy source; a thermal energy sink which is separated from the thermal energy source; an electrocaloric structure which forms a thermal state with the thermal energy source and a physical movement of the thermal state with the thermal energy source alternatively; and a control signal source which supplies a thermal state between a temperature control signal for temperature control of the electrocaloric structure and a movement control signal for the alternatively physical movement of the thermal state with the thermal energy sink. The present invention provides heating or cooling for a mesh element. The movement control is operated in a capacitive type, a magnetic type, a mechanical type, etc. and is synchronized with a filed applied for the electrocaloric structure temperature control.
