The present invention relates to an -Fe_2 O_3 with graphene inverse opal (-Fe_2O_3/GIO) structure, wherein a plurality of -Fe_2 O_3 with graphene inverse opals (-Fe_2O_3/GIO) are three-dimensionally laminated on a substrate. According to the present invention, an -Fe_2 O_3 with graphene inverse opal structure having low surface resistance and an -Fe_2 O_3 with graphene inverse opal conductive electrode comprising the same having high photocurrent density can be effectively used in manufacturing an -Fe_2 O_3 with graphene inverse opal conductive electrode for hydrolysis reaction.
