A CITY WITHIN OCEAN SURROUNDED BY SEA WALL

The present invention relates to an underwater city surrounded by a seawall made by the steps of: building a walled breakwater in the middle of a shallow sea such as the Yellow sea; taking water out of a space within the breakwater to make the seabed be exposed; and building a city on the seabed. The breakwater is made up by a plurality of layers and the city is partitioned into various areas, wherein a preliminary breakwater is provided between the areas; thereby allowing inhabitants to move to a safe area in case of natural disasters.
