The present invention relates to an herbicide or a plant growth regulator comprising a refined product of an Artemisia annua extract and, more specifically, to a refined product of an Artemisia annua extract with excellent inhibitory capacity of plant germination, radicle growth, or plant growth, and to a natural plant growth regulator or an herbicide using the same. The Artemisia annua extract of the present invention and the refined product thereof have excellent effects in inhibiting plant germination, radicle growth, or plant growth at initial and middle stages. A refined product for refining the Artemisia annua extract by an organic solvent (desirably dichloromethane) and an organic solvent (desirably diethyl ether) have significantly excellent effects in inhibiting germination, radicle growth, or plant growth at initial and middle stages.
