The present invention relates to a system and a method for evaluating a laser surgery, wherein properties of a laser beam is converted; proficiency of an operator of the laser surgery is quantitatively evaluated by processing data of images on which the converted laser beam is photographed; and training data can be used based on the evaluation result. The system for evaluating a laser surgery includes: an attenuation unit which attenuates intensity of the laser beam penetrated a penetration plate; a camera which photographs the laser beam penetrated the attenuation unit; and an image data processing device which is connected to the camera, processes images photographed by the camera, tracks a trajectory of the laser beam on the penetration plate, and outputs a distribution state of points, irradiated with the laser beam, on the penetration plate.
