The present invention relates to a system and a method for measuring and monitoring seismic data applied to a city building capable of preventing false detection and false alarm, and quickly inspecting effectiveness of an occurred event and rapidity of seismic event detection for construction of an earthquake quickly warning system for earthquake disaster alleviation of a city building. Moreover, the system for measuring and monitoring seismic data applied to a city building comprises: multiple seismic data measuring systems located at a distance different from an object to be monitored, and for performing pre-detector of an earthquake event by having a GPS receive module and an earthquake acceleration sensor; and an earthquake monitoring system for re-forming a noise-removed and single stacked data by visual-synchronization processing data transmitted from the multiple seismic data, and for finally determining whether of occurrence of an earthquake event by utilizing the pre-detected result and post-process detected result of an earthquake event in each of seismic data measuring systems by post-process detecting in order to check whether of occurrence of an earthquake event.
