The present invention relates to an apparatus for activating microorganisms, which is composed of an aeration tank for receiving culture water and adjusting the concentration of dissolved oxygen in the culture water to 5 mg/L or greater, a microorganism activation tank for receiving and activating facultative anaerobic microorganisms, and a pipeline part for connecting the same; to an apparatus for activating microorganisms; and to an MBR apparatus and an MBR method using the same. The apparatus for activating microorganisms supplies activated microorganisms so that facultative anaerobic microorganisms can become dominant species in a bioreactor, by only installation without modifying an existing process in a biological wastewater treatment process using the bioreactor including activated sludge, more particularly, in an MBR process. Accordingly, the biological treatment efficiency of the MBR apparatus can be enhanced with respect to change in the organic matter concentration of wastewater or environmental change in the water temperature or the like of the bioreactor.
