The present invention relates to a high early strength concrete composition using modified emulsified asphalt and a method for paving a bridge deck surface using the same. More specifically, a re-emulsifying type powder resin is added in high early strength concrete so that durability and bending tensile strength are ensured, and a synthetic polymer is added in emulsified asphalt so that cement mixed properties, tensile strength, adhesion, durability, and workability can be improved. The high early strength concrete composition using modified emulsified asphalt of the present invention comprises 16 to 26 wt% of a high early strength cement binder, 26 to 56 wt% of a fine aggregate, 25 to 55 wt% of a coarse aggregate, 1 to 5 wt% of a re-emulsifying type powder resin, 1 to 10 wt% of water, and 1 to 30 wt% of modified emulsified asphalt.
