The present invention relates to a safety terminal and a safety management system for detecting accidents which occurs to workers. The present invention can ensure a safety of workers who work in a construction site and an industrial site. The safety terminal for detecting accidents occurring to workers in a construction site and an industrial site, which can be used by a worker by being attached to a body of the worker comprises: a vibration sensor unit which detects whether the worker moves; a tilt sensor unit which detects whether the worker is in danger by checking an inclined angle of the worker from a horizontal plane: a local area communications unit which communicates with the outside; an emergency switch for the worker to directly transmit a danger signal to the outside; a speaker output unit which outputs various types of signals; and a control unit which controls the units. The tilt sensor unit detects a danger signal of the worker when the worker maintains an inclined angle within a predetermined angle range to the horizontal plan during a predetermined time. The control unit detects whether the worker is in danger from the vibration sensor unit and the tilt sensor unit, and sends the danger signal of the worker through the local area communications unit. Therefore, it is possible to detect the danger signal of the worker so as to ensure the safety of workers who work in the industrial site and to exactly send the dangerous signal of the worker without error in communications.
