A dual water-bloom preventing film device using Dcilia meadia according to the present invention includes a floating body floating on the water and a dual water-bloom preventing film mounted on the underside of the floating body. The floating body includes a cylindrical floating member made of a material capable of floating on the water and having a balancing through-hole; a filter cover member installed to cover the whole surface of the floating member at least once and filtering green algae on the water; and a synthetic fiber net body installed to cover the whole surface of the filter cover member and fixing the floating member and filter cover member. The dual water-bloom preventing film includes a filter film body preventing a flow of underwater floating materials or green algae; the dcilia meadia arranged on one surface or the other surface of the filter film body and arranged in a direction perpendicular to a water surface; and upper and lower reinforcing belts mounted on the upper and lower part of the filter film body respectively and fixing the dcilia meadia and filter film body. The present invention is characterized by connecting the floating body and dual water-bloom preventing film using multiple connecting members formed on the upper reinforcing belt at constant intervals.
