The present invention relates to a precious metal catalyst supported on ordered mesoporous carbon with an arranged structure comprising a sulfonic acid group (-SO3H) induced acid site, a manufacturing method thereof, and a method for decomposing a lignin compound using the catalyst and, more specifically, to a manufacturing method of a M/OMC-SO_3H-X catalyst, wherein M is a precious metal, ordered mesoporous carbon (OMC) as ordered mesoporous carbon with an arranged structure, and the X as a temperature for a sulfation reaction in the range of 100-250C, in the chemical formula. According to the present invention, a manufacturing method comprises the steps of: manufacturing a carbon-surfactant-silica composite; carbonizing the partially carbonized carbon-silica composite at high temperatures; manufacturing a ordered porous carbon carrier as inducing a sulfonic acid group (-SO3H); supporting a precious metal on the ordered porous carbon carrier; and reducing the supported precious metal oxide to hydrogen. A high-value-added compound such as an aromatic group, hydrocarbon, etc., can be produced under the condition with low temperatures and low pressures in the case of using a precious metal catalyst of the present invention in a process of decomposing lignin.
