The present invention relates to eco-friendly and water-soluble food wrapping paper having oil resistance, water resistance, water absorption resistance, and heat-sealing properties using multi-layer coating technique and, more specifically, to eco-friendly and water-soluble food wrapping paper having oil resistance, water resistance, water absorption resistance, and heat-sealing properties using multi-layer coating technique, which comprises a substrate (100) composed of coated paper, uncoated paper, or craft paper; an oil resistant coating layer (200) formed on the upper surface of the substrate (100); a water resistant coating layer (300) formed on the upper surface of the oil resistant coating layer (200); and a water absorption and heat-sealing coating layer (400) formed on the upper surface of the water resistant coating layer (300).
