The present invention relates to a soil washing solution comprising reducing and chelating agents and washing method using the same for effectively remediating soil contaminated with arsenic. The present invention detaches arsenic strongly attached to iron/manganese oxide wherein the arsenic is hard to remove if using a previous method. Not requiring a strong acidic condition, the method does not go through a breakdown of soil structure or soil neutralization thereafter compared to acid wash and is eco-friendly for being able to acquire a high purification efficiency of arsenic by applying chelating agents such as oxalate or citrate which are lower in coherence to metals but environmentally less harmful than EDTA which is widely used in a previous washing method using chelating agents.
