PROBLEM TO BE SOLVED: To provide a picture selection device and the like that allow a load performing matching between texts and pictures to be alleviated.SOLUTION: A picture selection system according to one embodiment of the present invention comprises: picture characteristic generation means that performs text mining processing with respect to a text associated with a picture, and thereby generates an amount of picture characteristic serving as an amount of characteristic of the picture as to each of a plurality of pictures; object characteristic generation means that performs the text mining processing with respect to an object text, and thereby generates an amount of object characteristic serving as an amount of characteristic of the object text; degree-of-similarity derivation means that derives a degree of similarity of the amount of picture characteristic with respect to the amount of object characteristic as to each of the amount of picture characteristic; and picture selection means that selects the amount of picture characteristic high in the degree of the similarity with respect to the amount of object characteristic on the basis of the derived degree of similarity, and selects the picture associated with the text having the selected amount of picture characteristic derived.SELECTED DRAWING: Figure 18
