PROBLEM TO BE SOLVED: To provide a road information preparation and distribution device, in-vehicle device, road information preparation and distribution system and road information preparation and distribution method that can suppress reduction in a detection rate of driving information.SOLUTION: The road information preparation and distribution device is configured to comprise: calculating a comprehensive driving tendency corresponding to the comprehensive driving tendency of all vehicle drivers with respect to a plurality of vehicles on the basis of driving information equivalent to the plurality of vehicles; calculating an individual driving tendency corresponding to a driving tendency of a vehicle driver of one vehicle selected from the plurality of vehicles with respect to the plurality of vehicles; determining whether or not a deviation of the individual driving tendency from the comprehensive driving tendency is more than a predetermined deviation degree threshold value with respect to all vehicle drivers on the basis of the calculated comprehensive driving tendency and individual driving tendency; and extracting average tendency driving information that is driving information transmitted from a vehicle other than a vehicle driven by a deviation tendency vehicle driver of a vehicle driver determined to the effect that the deviation thereof from the comprehensive driving tendency is more than a deviation degree threshold value from the driving information equivalent to the plurality of vehicles.
