PROBLEM TO BE SOLVED: To provide an image quality evaluation device capable of speedy subjective evaluation in a case where a resolution to be encoded is changed, with respect to the combination of a bit rate and a frame rate.SOLUTION: The image quality evaluation device comprises: encoded data input means for receiving data encoded by an encoder; motion vector extraction means for extracting plural motion vectors from the received encoded data; and image quality evaluation value output means which calculates the ratio of a dimensional standard deviation among the extracted motion vectors to the dimensional average of the motion vectors and outputs the value of the calculated ratio as the evaluation value of the image quality of the encoded data.
