PROBLEM TO BE SOLVED: To provide a feature capable of generating a privacy policy, which is used by a service provider, that contains specific information on user information.;SOLUTION: An information identification unit 10 identifies first user information or second user information written in a first privacy policy 100 in which the first user information that is invariable information relating to a user of a service or the second user information that is variable information relating to the user, and a way of treating, by the service, the first user information or the second user information are written. An information acquisition unit 20 acquires specific information to be treated by a user terminal for the first user information and the second user information identified by the information identification unit 10.
