PROBLEM TO BE SOLVED: To manage authorities of a user for using services which can be provided from a plurality of service providers in a unitary manner independently of the service providers.;SOLUTION: A storage part 12 of an authority management device 1 is configured to store provision approval information and user authority information. An authority inquiry reception part 171 is configured to, from a service providing device of any service provider among a plurality of service providers, receive identification information of the service provider, identification information of a user and identification information of a service requested by the user.
