PROBLEM TO BE SOLVED: To provide a supply water preheating system or the like capable of fairly and effectively utilizing solar heat or waste heat of a cogeneration system in a multiple dwelling house.;SOLUTION: A control section 23 sets a heating amount of hot water to be supplied to each house 19 (step 104). Namely, the control section 23 sets a temperature of hot water to be supplied to each house 19. The heating amount is calculated from a heat quantity/total hot water consumption acquired in a step 102. For example, in the case where the total hot water consumption is 10000 L, the heating amount is computed as (60°C-20°C)*1500 L/10000 L=6°C. Namely, with respect to tap water of which the temperature is 20°C, hot water at 26°C is supplied to each house 19.
