PROBLEM TO BE SOLVED: To provide a means to efficiently carry out observation even when an area to be observed is broad.SOLUTION: A satellite observation planning program selects an observation object mesh group formed of meshes containing an observation object area on the ground surface, selects a plurality of candidate paths which can observe the observation object mesh group within a prescribed period from a plurality of paths for specifying a satellite ground track of one cycle of orbit in a plurality of times, sequentially searches candidate paths from a path having the earliest time through the utilization of an observation range of the satellite which is determined by a posture condition with respect to each of a plurality of posture control conditions to the satellite, specifies an observation requiring path required until completing the entire observation of the observation object mesh group and observation completion time when the entire observation of the observation object mesh group is completed in a plurality of candidate paths, outputs evaluation results of a plurality of posture control conditions by using at least either the number of specified observation requiring path or observation completion time, and forces a computer to execute process.
