A non-isolated photovoltaic grid-connected inverter and a photovoltaic grid-connected power generation system. The non-isolated photovoltaic grid-connected inverter comprises: an inverter unit (10); a leakage current sensor (30) which is located at an alternating-current side of the inverter unit (10); a control unit (20) which connects the inverter unit (10) with the leakage current sensor (30); and a passive device (40) of which one end is connected to a direct-current side of the inverter and the other end is grounded after penetrating the leakage current sensor (30) through a conducting wire. The passive device comprises an equivalent resistor and a controllable switch (K) which is connected to the passive device in series, wherein a control signal input end of the controllable switch (K) is connected to the control unit (20), so as to ensure that the non-isolated photovoltaic grid-connected inverter still has the capability of processing a leakage current fault in the case of connecting an isolated transformer at the alternating-current side.
