An objective of the present invention is to provide an apnea and/or hypopnea diagnostic device which is capable of diagnosing with high precision whether a user's respiratory state is apnea or hypopnea on the basis of vital signs which are detected during sleep non-invasively and without restraint, and without use in combination with a pulse oximeter, etc. Provided is an apnea and/or hypopnea diagnostic device, comprising: a respiratory signal detection unit (4) which detects a user's respiratory signals non-invasively and without restraint; a normalizing unit (8) which carries out a normalization of the respiratory signals by changing the gain of the respiratory signals on the basis of a difference between maxima and minima of the respiratory signals in a prescribed period of time among the respiratory signals which are detected by the respiratory signal detection unit (4); and a respiratory state determination unit (9) which, on the basis of the normalized respiratory signals which are normalized by the normalizing unit (8), determines whether the user is in an apnea state and/or a hypopnea state.
