This method for manufacturing a base powder having a carbon nano-coating layer is characterised in that: a polycyclic aromatic hydrocarbon is added to the base powder and is heated at a temperature that is not less than the boiling point of the polycyclic aromatic hydrocarbon, not more than the boiling point temperature + 300°C, and not less than the thermal decomposition temperature of the polycyclic aromatic hydrocarbon; and the surfaces of the base powder are covered with a 0.1-10 nm layer of carbon. Thus, by suitably selecting a supply source for the carbon to cover the base powder, a base powder having a carbon nano-coating layer can be provided with which a modified final product is obtained and which has good base powder productivity without the possibility of defects occurring with respect to the use of the final product of the base powder.
