Provided are a wave a power generation device using pendular movement and a buoy for marking sea boundary using the same of the present invention. A core, which is a heavyweight body, is contained in a buoyant member, which is a lightweight body, and the buoyant member relatively moves depending on a wave movement with respect to the core, so that a buoyant member, which is lightweight functions, as a pendulum and relatively moves with respect to the core which is heavy, therefore, the present invention can provide a functional effect of generating power with small waves.
