The present invention relates to a composite steel sheet having excellent corrosion resistance to high-temperatures and, more specifically, to a composite steel sheet which improves corrosion resistance to high-temperatures by successively forming a nickel-tungsten alloy film and a ceramic coated layer and extends a service life by increasing cohesion with a steel sheet and a manufacturing method thereof. The composite steel sheet according to the present invention is applied to a part, such as a pipe material, a scrubber, etc. used for industrial waste gas as the composite steel sheet has excellent corrosion resistance to high-temperatures, thereby improving the corrosion resistance of the part to high-temperatures and extending the service life thereof.
