The present invention relates a vegetation base for preventing pollution caused by rainwater and building a healthy urban environment, which can remove or reduce various non-point source pollutants and a rainfall runoff at a point where they come from on a road, in a parking lot, in various parks, in a housing complex, and in an industrial complex when it rains as providing an ecosystem service helpful to the human being. The vegetation base for preventing pollution caused by rainwater and building a healthy urban environment includes: a water storage part for storing rainwater on the ground surface; a perforated drainpipe which collects rainwater from the water storage part by being buried at a fixed depth from the ground surface; and an outlet pipe which has a connection hole connected to the perforated drainpipe and a drainage hole prepared at a height between the water collection depth and the ground surface, and takes out the water collected in the perforated drainpipe upward.
