The present invention relates to a stirred tank reactor and a PVC resin producing method using the same and, more specifically, to a stirred tank reactor including a second stage impeller stirrer and a PVC resin producing method using the same. A reflux condenser is combined with the top of the stirred tank. A rate (h/D) of the distance (h) between impellers on the top end and bottom end of the second stage impeller stirrer and an inner diameter of the stirred tank is less than 0.65. According to the present invention, provided are the stirred tank reactor and the PVC resin producing method using the same, wherein the stirred tank reactor is capable of having a beneficial effect on grain distribution and a particle size of a polymer manufactured by reducing time required for mixing a mixture in the upper part with a mixture in the lower part and increasing a stirring force, and especially manufacturing a polymer in which apparent specific gravity is low and a plasticizer adsorbing rate is high, relatively beneficial to a flexible sheet in an identical polymerization condition.
