The present invention relates to a heat insulation cover for a skirt part, and particularly, to a heat insulation cover for a skirt part, which perfectly shuts off cold air which flows in from the ground, thereby securing excellent heat insulation capacity. Furthermore, a string is supplied and compressed with an embossing sheet and a second sheet during a thermal bonding process of the embossing sheet and the second sheet, so manufacture costs are inexpensive, and installation work is easily conducted during the installation of the heat insulation cover due to the light weight. A heat insulation cover (1000) for a skirt part in the present invention comprises: a transparent first sheet (1100) supplied in a fixed width; an embossing sheet (1200) thermally bonded in the same width as the first sheet, and comprising a first non-embossing part (1210) formed in a width smaller than that of the first sheet so as not to form an embossing air cap in the width of the first sheet and an embossing part (1220) with an embossing air cap (1221) formed in the remaining width where the first non-embossing part is not formed; a string (1300) supplied to the widthwise middle part of the first non-embossing part where the embossing air cap of the embossing sheet is not formed; and a second sheet (1400) in the same width as the first sheet, supplied to be thermally bonded to the embossing part and first non-embossing part of the embossing sheet, and having a first compression part (1500) compressed to hold the string which is supplied to the first non-embossing part.
