The present invention relates to a breathable waterproof bio-drying cover for an efficient mechanical-biological treatment (MBT) of municipal mixed waste and a bio-drying system using the same. The bio-drying system of the present invention is to select and recover resources from mixed waste whose mechanical selection is not efficient by having organic matters mixed therein and having high moisture content. More specifically, the bio-drying system using a breathable waterproof cover: improves treatment efficiency and reduces costs by improving a part of the MBT process; and reduces equipment costs and fuel costs, increases treatment efficiency in the mechanical sorting treatment, and facilitates manufacturing of solid recovered fuel (SRF) having a high calorific value by introducing a bio-drying process. Herein, the MBT is to sort municipal mixed waste so as to manufacture the resultant product into SRF, to achieve various purposes such as stabilization and minimization of residues, and the like by recovering resource materials, and to minimize or zeroise the amount of waste, which is finally buried; and the bio-drying process dries moisture contained in the municipal mixed waste by using excess air and heat generated when organic waste, partially included in the municipal mixed waste, or intentionally injected organic matters are decomposed by aerobic microorganisms in order to maximize resource selection and greenhouse gas reduction. Specially, the bio-drying system uses the breathable waterproof bio-drying cover, which includes a porous film and upper and lower sheets and can be manufactured at low costs, and thus improves vapor permeance and reduces operating costs, thereby being usefully used in countries and local governments where economic efficiency is importantly required.
