The present invention relates to a pack anchor which comprises a free length area and an anchorage portion, wherein the anchorage portion is covered with a protection pack. More specifically, the present invention relates to a pack anchor for dissipating excess pore pressure of a flimsy ground, comprising one or more drain boards which are a length member provided on a longitudinal side of an outer surface of the protection pack and drain excess pore water of the ground to the free length area, wherein the ground is engaged with the protective pack while the anchorage portion is anchored on the ground, and a method for reinforcing a flimsy ground using the same. Provided is a method for reinforcing a flimsy ground comprising: a step (a) of excavating the ground by a cutting method using water to form a perforation and guiding the pack anchor for dissipating excess pore pressure of the flimsy ground; a step (b) of performing a first grouting on the perforation into which the pack anchor for dissipating excess pore pressure of the flimsy ground is inserted; a step (c) of performing a second grouting by inputting cement milk to the protective pack to expand the same; and a step (d) of draining the excess pore water adjacent to the anchorage portion toward the free length area through one or more drain boards following the second grouting.
