Systems, devices, and methods are disclosed for crowd-sourcing measurements of wireless base stations, access points, and / or other transmitters from a mobile device to a server. The crow sourcing request sent by the server to the mobile device may include control parameters and measurement parameters. The control parameters may determine when the mobile will acquire and report measurements, and the measurement parameters may determine which type of measurements the mobile device will acquire. The control parameters may include trigger parameters for crowd sourcing activation, measurement, reporting and duration. Crowd sourcing may be performed by the control server and reported to a different data server. Crowd sourcing can be anonymous and can include basic or advanced reporting.
