Disclosed are a disaster notifying service method without collecting position information, and systems therefor. The disaster notifying service method comprises: a step in which a disaster notifying server receives disaster information including a disaster position of a disaster and disaster notification information from at least one registered system; a step in which the disaster notifying server specifies a position information set including position information which corresponds to the disaster position of each of at least one piece of the disaster information; a step in which the disaster notifying server transmits the specified position information set to a plurality of user terminals; a step in which, when it is determined that a position of the user terminal is included in matching position information included in the position information set by one user terminal among the user terminals, the disaster notifying server receives a content transmission request, which includes identification information of the matching position information, from the user terminal; and a step in which the disaster notifying server transmits content including matching disaster notification information, which corresponds to the matching position information, to the user terminal in response to reception of the content transmission request. According to the present invention, since the user terminal can determine corresponding disaster information on its own, it is possible to selectively provide disaster notification information only to users at a corresponding disaster position without collecting the position information of users.;COPYRIGHT KIPO 2016
