Disclosed are a multifunctional system and a multifunctional method for storing and treating ecological water using a fixed medium and a fluidized medium. The multifunctional system for storing and treating ecological water using a fixed medium and a fluidized medium comprises: a rainfall effluent inflow unit (A) to receive rainfall effluent or combined sewer overflows (CSOs); a river water inflow unit (B) to receive river water; a pretreatment unit to receive and treat the rainfall effluent, the combined sewer overflows (CSOs), or the river water (hereafter, raw water) discharged from the rainfall effluent inflow unit (A) or the river water inflow unit (B); a water storage unit (F); and a water quality purification unit (G). The water quality purification unit (G) comprises: a first step water quality purification unit to receive the river water or the rainfall effluent from the water storage unit to purify and discharge the river water or the rainfall effluent; a second step water quality purification unit to receive and purify the river water or the rainfall effluent discharged from the first step water quality purification unit; a second step water quality purification unit inflow adjustment unit; and a treatment water pit inflow adjustment unit. At least one medium among a fixed medium and a fluidized medium is arranged on the first step water quality purification unit and the second step water quality purification unit.
