The device (1) has a socket (8) placed in a case (2) that includes a safety door (5) movable between an open position in which an access to the socket outlet is authorized and a closed position in which the access to the socket is prevented. A control unit determines whether a connection condition of a plug in the socket is satisfied. The control unit starts powering of the socket and automatic closing of the safety door when the connection condition is satisfied, and interrupts the powering of the socket when the connection condition is not satisfied. An independent claim is also included for a system for delivering electrical energy to recharge an onboard battery in an electric vehicle or in a plug-in hybrid electric vehicle.
