PROBLEM TO BE SOLVED: To provide a railway train passenger number estimating device and a railway train passenger number estimating method that more correctly estimate a number of railway train passengers.SOLUTION: A railway train passenger number estimating device (1) includes: ticket gate information acquiring means (11) that is constituted of an information processing device into which data is inputted via communication or a storage medium, and acquires information of an automatic ticket gate via communication or a storage medium; operation information acquiring means (12) that acquires operation performance information indicating operation time performance of a train via communication or a storage medium; boarding train estimating means (16) that estimates a boarding train of each passenger on the basis of the automatic ticket gate information and the operation performance information; and aggregating means (20) that aggregates a number of passengers who have boarded on any of trains at any of intervals, on the basis of estimation of the boarding train estimating means.SELECTED DRAWING: Figure 1
